PARIS—A Sudanese man was killed in a clash with other refugees near the port of Calais on Tuesday, police said, as a record number of migrants have become bottled up in the French coastal town. The man, in his 30s, died after violence erupted between Sudanese and Afghan refugees near a highway that leads to the port, said police. His death marks the 11th migrant fatality since January in the area. A second Sudanese man, 35, was wounded and has been hospitalized, police added. The violence underscores the tensions that have escalated in Calais—located on the French side of the English Channel—as more migrants seeking to reach the U.K. become stranded in northern France.

A man was seriously injured in a stabbing and shooting attack in Cologne city center in western Germany on Monday, according to media reports. German newspaper the Express reported that police were alerted to the incident just before 4 a.m. local time, with several callers saying three or four people appeared to be having problems with a man. Witnesses said the men went at each other with axes, the paper reported. A man was stabbed and tried to drive away, and the other men shot at him, hitting the car, the paper reported, adding that the two possible suspects were later stopped by police. Police spokeswoman Cathrine Maus told the Associated Press that a man was admitted to the hospital with serious injuries.

MILWAUKEE—Wisconsin Gov. Scott Walker declared a state of emergency in Milwaukee on Sunday and activated the state’s National Guard, a day after violence erupted in the city spurred by the fatal police shooting of an armed man following a traffic stop. At a Sunday news conference, Milwaukee Police Chief Edward Flynn identified the man who was shot by police as 23-year-old Sylville K. Smith, who, according to court records, was African-American. The 24-year-old officer who shot Mr. Smith is also African-American, according to Chief Flynn.

BERLIN—The German government is working to curb the influx of migrants into the country despite its welcoming discourse on refugees, statistics released on Tuesday suggest. Authorities here turned back more undocumented migrants at German borders during the first half of this year and deported more foreigners without residency permits than during all of 2015, according to the latest government figures. Germany denied 13,324 migrants entry at its borders in the period from January to June—nearly 50% more than the 8,913 people it rejected in 2015.

BRUSSELS—Belgian authorities have opened a terrorism probe following a weekend machete attack on two police officers in the city of Charleroi, the latest assault in what has become a relentless summer-long barrage. The assailant, who was fatally shot during the attack, was identified Sunday by the authorities as a 33-year-old Algerian man who had been living in Belgium illegally since 2012. Authorities didn’t disclose any indications of accomplices or large-scale planning behind Saturday’s attack, which left one of the officers with serious injuries to her face and neck. The assailant wasn’t carrying explosives or any other weapon, and while he was known to authorities because of his illegal status in the country, he wasn’t known to have any terror links, federal authorities said. They released his initials, K.B., but not his name. Islamic State’s news agency Amaq claimed the attack was carried out by one of the group’s “soldiers” in response to strikes by the U.S.-led coalition fighting against it in Iraq and Syria. Belgian Prime Minister Charles Michel said federal prosecutors had opened a probe into “attempted terrorist murders,” assigning an investigative judge specialized in terrorism cases.
